La Sala Plena considera que el recurso impetrado no está llamado a prosperar, porque con él no se logró una adecuada presentación del concepto de violación alegado.

CONFIRMAR el auto del dos (2) de diciembre de dos mil quince (2015), que rechazo la demanda presentada por el ciudadano Jairo Diaz Hernandez contra el paragrafo 1o del articulo 11 de la Ley 401 de 1997 "Por la cual se crea la Empresa Colombiana de Gas, Ecogas, el Viceministerio de Hidrocarburos y se dictan otras disposiciones".
